Marine Public Law Barrister

Daniel Owen

Called to the Bar in 1999, I specialise in marine public law, i.e. the law that governs our use of the world’s seas and oceans.

My practice covers UK law, international law and EU law. The legal services that I most commonly provide are legal advice and drafting. My clients include companies, environmental NGOs, inter-governmental organisations, public bodies and trade associations.

Over the years, I’ve dealt with a wide variety of marine activities, including the following: bioprospecting; cable laying; carbon capture and storage; fisheries; military activities; mineral and oil and gas exploration and exploitation; natural gas storage; renewable energy generation; scientific research; and shipping.

The context for my involvement varies from economic, or other, uses through to environmental protection. I deal with marine areas under national jurisdiction, such as the territorial sea, the EEZ and the continental shelf, as well as areas beyond national jurisdiction.

RECENT WORK

Recent work done includes the following:

for the Scottish Fishermen’s Federation, the provision of advice regarding the EU-UK Trade and Cooperation Agreement (TCA);

for the OSPAR Commission, the preparation of draft legal provisions on possible amendments to the OSPAR Convention; and

for the RSPB, the provision of advice on conservation and management measures adopted by the International Commission for the Conservation of Atlantic Tunas (ICCAT).

WHAT OTHERS SAY

We commissioned Daniel to provide a set of draft legal provisions on possible amendments to the OSPAR Convention. The provisions he developed demonstrated a clear understanding of the complexity of the issues and identified practicable solutions. They were comprehensive, clear and presented in a way that facilitated scrutiny by policy colleagues. Daniel was a pleasure to work with, and I would highly recommend his services.
